Downloads one combined quarterly BHCF archive through the direct GET action. The request carries the selected-year page as its Referer because that page is where NPW publishes the link; measured cold requests can still answer 403 with a block page and then serve the retry, so a lone 403 here is a transient edge decision rather than a missing credential.
