Parses one CRA fixed-width record. Current offsets follow the 2024 layouts: https://www.ffiec.gov/sites/default/files/data/cra/flat-files/24FlatTransSpecs.pdf, https://www.ffiec.gov/sites/default/files/data/cra/flat-files/24FlatAggSpecs.pdf, and https://www.ffiec.gov/sites/default/files/data/cra/flat-files/24FlatDiscSpecs.pdf. The narrower 1996-2003 fields follow each year's matching specs at the same path.
