parseGlofasFloodEvents(body, basins?, forecastStartDate?): EventRecord[]

Parses either the batched array response or Open-Meteo's bare object for a single requested location. forecastStartDate makes the history/forecast boundary explicit; without it, the final 31 daily values are the forecast.
